Which councils currently use Loci?
Loci has launched in 10 council areas since our public launch, and we are already in conversation with more than 50 other councils about bringing their areas onto the platform.
We are expanding into new areas every week, with the aim of having every UK council area live in Loci by the end of 2026, whether that is through a branded council partnership or an unbranded local presence. At this stage, new council areas are being added on a partnership basis and in a first come, first served order.
What scale are they (district, unitary, combined authority)?
Currently the 10 live councils are broken down into: 5 London boroughs, 2 unitary authorities and 3 district/borough councils.
What usage statistics can you share:

Our working benchmark is to reach around 20% of local residents within the first six months, which is in line with market trends for similar place-based and community apps. In some areas, uptake can go well beyond that and reach over 50% of the local population.
In our experience, that kind of growth depends on a combination of Loci’s own marketing activity and the council’s support in launch communications, visibility and local awareness. Where councils actively back the launch and help residents understand the value of the platform, adoption is typically stronger and early engagement builds more quickly.
What success metrics do councils typically track?
At this stage, the main success metrics councils tend to track are total downloads, monthly active users and download retention. These give a straightforward view of adoption, ongoing use and whether the platform is becoming part of residents’ regular local routine.
Alongside that, Loci also has the ability to track anonymous user engagement in how the app is being used. This helps build a clearer picture of what services residents are looking for, what matters most to local people, and what meaningful engagement and success look like in practice. That data will form part of the planned Council Hub analytics, giving councils deeper insight over time into resident behaviour and local priorities.
What lessons have you learned from authorities where uptake was lower?
We have seen that councils that do not launch co-branded assets introducing the app to it’s residents have lower initial uptake than those that do. Examples of these can be found here: https://loci-launch-assets.netlify.app/
What reporting is available to councils?
Prior to the release of the Council Hub, Loci provides regular updates on data analytics regarding downloads and usage of the app to the council on a periodic basis or upon request.
Can councils see:
- Content engagement
- Notification reach
- Resident interaction trends
Prior to the release of the Council Hub, this data can be provided upon request or during scheduled regular touch points.
Is reporting configurable by geography?
Yes, geography based data is available, and therefore can be reported on and extracted. We are currently working with our partnered councils to understand what geographical data will be most useful to them in the launch of the Loci Council Hub.
Can data be exported for local analysis?
Yes, right now, all data can be exported and provided to the council in a raw data format upon request or during regular catch ups. In parallel to this, we are working with councils to understand what data they would be most interested in seeing within the Council Hub when it is released.
